Police & Fire Freq's Between 30 And 40 MHz: Is Mode fm ?

Don't know where your located, but in California, the California Highway
Patrol (CHP or Chippies) are between 42 and 43 Mhz, with some freqs in the
39 Mhz range. There is talk of going to a trunk system, but haven't heard
