Default Possible problem with a new Pro-96

Question for all of you out there -

I think that I might have a problem with a new Pro-96 that I just
bought yesterday at Radio Shack.

I am using it to monitor the San Diego County RCS system which is an
Apco 25 system. Sometimes everything works great and I get all of the
talkgroups and everything comes in crystal clear. Other times, it will
just sit there scanning forever and never lock onto a channel.

I know that there is activity going on because I can hit manual and go
to the main freqs by themselves and I hear activity on them, but when
I hit scan - it just scans without ever playing the transmissions.

Yes I have played with the squelch to try to adjust it.

Do you think it is defective and should I just take it back to
exchange it or am I overlooking something here.

Was not San Diego one of the original splinter channel trunked systems ?

If so, you have to enable that feature on the Pro 96.
