Best Canadian source for unblocked scanners?

What are the chances nowadays for an order to get intercepted by
'customs' or whomever? I'm looking to get the smallest available
scanner, unblocked. I can't remember the name of the make/model of one I
saw recently, but it looked like a 'solid', well made unit.
