this all depends on how much your willing to spend.
i use an AOR AR5000A+3 i have owned many scanners and this is by far in my
opinion the best there is..this model is currently in use by many government
and military establishments around the world..
if its good for government and military it got to be good...

The AR8600 MKII is the most sensitive base scanner I have ever owned,
especially on the airband.
