Thanks for suggestion, but that didn't lock out a channel.

Appreciate any other ideas tho.

Try entering the channel number you want to lock out while the radio is
scanning. To unlock the channel press the channel number again while the
radio is scanning.

From the Orange Book, try this:

Regency Touch ACT-TI6K
Fake woodgrain 16 chan.
DPDT on/off slide: use SM65 toggle.
Main board 700-401E. Audio IC: 301-576-29=LM380.

Loses program when unplugged if 9V battery dead; battery goes dead in
48 hours of being unplugged.

To Program: Keyboard on left, two rows (1-8
& 9-16) of channel buttons at right.
1 Touch PRogram on keyboard.
2 Touch chan button.
3 Touch CLear.
4 Enter freq desired including decimal.
5 Touch channel button
6 Touch next chan button.
7 repeat steps 3-6 for all channels.
8 When thru programming press Scan--set
squelch to scan if nobody talking.

(chan 16 is priority channel: press chan 16 button once while scanning for
priority; press again to delete priority).

To scan out-of-band freqs:
1 push MAnual.
2 Touch 9, CLear --.--(freq), Enter.

Back to normal: 1 press MAnual, 2 Press 9, press (decimal).

Lockout: press chan button twice then PR and SC.

Un-lockout: push chan button once.

SP (Search Program): push SP, (freq---.--- for
lower limit), chan 1 button, chan 2 button, (freq---.---for upper
limit), chan 2 button. Press SS to Search Scan. {press SS when noise
& signals stops search to continue searching}.

If all else fails, buy a manual for $6.00 from
