Have you tried RadioReference? See if this link gets you there, from
there you have to know the counties interested in;

You may have to join, but it is free (donations excepted). If you tell
me the exact area....County, City, perhaps even the College you are
interested in, I can be of better help with frequencies, and the type
of scanner.
