Luther (Luke) Smith in Hattiesburg,Mississippi retired from the
U.S.Army.He was at Kagnew Station www.kagnewstation.com in
Africa.He worked at decyphering radio signals.He can probally figure out
what those numbers mean.I doubt if he has a Shortwave Radio though.He
probally wouldn't be interested in decyphering radio signals nowdays
