Let me give you a *direct* quote from G.W. Bush on the deck of the
carrier on May 1, 2003, his -first- sentence as a matter of fact:

"Admiral Kelly, Captain Card, officers and sailors of the USS Abraham
Lincoln, my fellow Americans: Major combat operations in Iraq have ended."

"Major combat operations in Iraq have ended" sounds close enough to
saying the fight is over to most people, other than maybe a little
'mop-up' and contractors doing rebuilding. Most people upon hearing that
would -not- expect that 3400 were yet to die. Most people would not
expect to be going into Year Five. Yup, "Mission Accomplished", all right...
