Default 11785 kHz - Heard French Speaking on . . . where else ? ? ?

Somebody should invent an electronic device which will translate foreign
languages into the English language. When a program on radio or tv is in
a foreign language, just sit the device next to the radio or tv set, turn
the radio or tv volume down and select which ever language to be
translated and the device will translate the language and turn the
translated language/sound up.
There already are devices similar to that, but I don't think they are
available for us peons.
