and all I have a a band background Noise of S2~S3 .

Russia frequently has technical problems. They're probably still using
old Radio Moscow equipment. Parts are scarce, and even if they weren't
the Russian government couldn't afford them. Since virtually nobody
pays taxes in Russia, the government is chronically underfunded. Like
19th century California, Russia is not powerful enough to confront its
barons and force them to pay taxes. Only when one of them directly
challenges Putin (like Khordokovsky) does the government act. Most of
them wisely stay out of politics. Khordokovsky was a warning, and the
Russian robber barons heeded it. The Russian masses have no money
anyway, so the government doesn't bother to make them pay taxes, since
there's no there there. In the final analysis, the government ends up
broke, always.
