licensee of the station submits a license application after the CP is proven
to be operating correctly. As I said, sometimes this can go on for over a
decade.

Well, don't you suppose the CP holders have telephones? What's wrong
with calling them? Or would that just not be as much fun as making
bald, unsupportable assertions on rec.radio.shortwave?
