That's not particularly correct in "theory." I have good memories of

The documentation foreigners sign and agreed to grant specific rights to
what activities they can participate in and what time frame they can be
within our borders just like any other country. It could be a visa to
vacation here, a student visa or a work permit for example. These
examples permit the foreigner holding them to specific activities in
specific time frames. If the rules in the agreement granted are violated
they are deported.

If they do not have a student visa or work permit they better not be
doing either.

You must understand that these limited rights are granted by the
government and are not the inalienable rights the citizens have.

Foreigners that are undocumented have broken the law being here and so
as criminals (not following the rules) they are deported.

Mexico is not the USA. The rights granted in the Mexican constitution
prevail in Mexico and Mexican law is based on the Napoleonic Code, where one
is guilty until proven innocent. The same applies to Mexican nationals,
Mexican Citizens and residents of Mexico as well.

Each nation has its own "bill of rights" and in many cases they are far more
restrictive. In some nations, non-citizens have few rights. In the US, we
guarantee things such as due process to all, irrespective of citizenship or
status.
