Take many Countries in Africa : Geographically may be about 15% of the Country will have many of the Services you might expext in a First World Country. Which leaves 85% of the Country without : Many of them; Most of them; All of them. But that 15 % ain't Bad when 50 % of your Population lives in those Areas Served. Oops - that leaves 50 % of the Population without them.
