fractional decrease in 2006, which is as far as the charts and tables

Again, PLEASE PAY ATTENTION! I said "nearly", meaning it was UP for FIVE
years and down (marginally) for only one year (2006). No figures
available yet for '07 and '08, but with all the jobs lost in those
years, you figure out which way the poverty rate is going.
