Looks like a problem with Oakland. Why don't bureaucrats want to live there? Why can't Oakland draw from within? My guess is people with a choice avoid Oakland for good reason. But if Oakland can make residency a requirement perhaps things will improve. Or, they can't retain employees. Oakland is populated by a bunch of Neo-Commie Liberal Fascists - D'oh! |
