Since this is shortwave I thought I would ask if anyone else has been
getting signals above 15 MHz that come and go too fast to get the
country? There have been some with a woman speaking English but I can't
get a good signal for long enough. China or North Korea? About 8 P.M.
PST in California.
I'm wondering if this could be the Communist way of spreading the word
to the non-Internet junkies of the world.

As in keep a log. I think these may be the pirate stations that pop up
on ships and then disappear.

Not sure how far above 15 MHz you were listening to but just this
afternoon around 17:30 PDT I worked a station on 15m (21.3MHz) in
southern MS from here in SOCAL, wasn't rapid QSB as you mentioned, in
fact the band held up quite well. There had been a station from the
South Pacific (Fiji) but they faded completely. Still above 15MHz was
some station at 18.140MHz in the seventeen meter band but I never could
pull them above the local noise enough to determine their location, not
much QSB but consistently too weak.

I have been playing around 15 to about 21 MHz for the most part and get
some signals in strange places that are not to my knowledge part of the
US allocated spectrum. Maybe some countries do not abide by our F.C.C.?
I don't know if these are the pirate stations that come and go or what
is the deal. I have heard the station at 18 MHz but never good enough to
verify. My Hammarlund dial is accurate but not quite frequency meter
accurate.

I think you'll find very few countries other than the USA abide by your FCC.

Federal as in DEA Baka...Drug Enforcement Agency...USA "Feder'allies"
that frown on purifying a Class 1 narcotic...I'm sure you've had a few
