Default Palstar R30/R30A tuning question

Ack! That's really bad wording there. Let's try again:

What I'd really like is a receiver that tunes at about the same rates
the HF-150 does in AM mode, but does so in both AM and SSB, with the
option (under my control, NOT automatically chosen as a result of
demodulation mode) to slow the tuning rate down if I want.
