While he was governor, Ronald Reagan successfully gave Californians
their first state income taxes. He opposed payroll witholding and
wanted the taxes paid as a lump sum so the taxpayers would feel the
pain. The real icing on the cake was that he also engineeered the
list of deductions so he ended up owng zero state income taxes. That
is how the rich Publicans get richer.
