A very stupid idea. This one also apears to have small bipartisan
sponsorship...from the Senate website:

"Mr. LEAHY (for himself, Mr. HATCH, Mr. GRASSLEY, Mr. SCHUMER, Mrs.
FEINSTEIN, Mr. WHITEHOUSE, Mr. GRAHAM, Mr. KOHL, Mr. COONS,
and Mr. BLUMENTHAL) introduced the following bill..."

This one deserves to collapse.
