I have no idea of what's allocated in eastern Asia, Oz, etc. Just because someone is broadcasting in Arabic does not mean they are in what is traditionaly considered an Arab country. Yeah a 'National' [Country/Government] Shortwave Radio Broadcaster like Radio Mauritanie on 7245 kHz can do what-ever El Presidente lets/directs them to do. They are transmitting off the Coast of Africa East towards Africa not the USA/North America {West}.
