In Europe and Africa, and western Asia, 7.000-7.100 is an exclusive ham band. 7.100 to 7.200 is also NOW an exclusive ham band, but stations that were there have time to move, they are not being forced to. 7.200 on up is a Shortwave broadcasting band. Note that not all countries enforce these rules and some places let you operate on whatever frequency you want. 7.000-7.300 is a ham band in the Americas, but as you wrote, it's shared with SWBC stations. I have no idea of what's allocated in eastern Asia, Oz, etc. Just because someone is broadcasting in Arabic does not mean they are in what is traditionaly considered an Arab country.
