Actually, no, it doesn't. The state militias could have been effectively disarmed by the central government if it ignored Art I(8)(16). Therefore the Second Amendment was passed to protect the right to keep and bear arms of the populace (read people) so that the pool of armed citizenry from which the state militias were drawn would remain in place with no interference from the federal government. -- RD (The Sandman) Thought for the day.......
