None that I am aware of. However, in order to have privacy, police use
NEXTEL just like everyone else, and so are part of the problem too.

It's no longer enough to have a two-way radio in a patrol car, now there is
the computer and cellular phones. they can compare notes about suspects they
have under surveillance or have to deal with repeatedly - it saves having to
deal with a dispatcher. Some systems are digital, so only a few people can
hear what's happening, but digital is expensive, so few departments have it
yet. It is ironic that law enforcement and the government which must enforce
increasingly intrusive laws, finds it needs privacy itself. It is not
impossible to build a scanner that can hear, but it takes expertise ....
