RA used to register 9580 to North America for the time period 1100-1300
UTC. They stopped doing so about twenty years ago. That frequency is now
registered only for the South Pacific. It just happens to be received
well in NA too. There is no 'official' recourse for an interference
problem when the frequency is not registered for the area where the
interference is occurring. Sometimes it helps to write to both countries
to encourage a solution. I did this many years ago with a similar
interference problem and it was resolved in a week or so.
