New Zealand on 9870 at 1700?

New Zealand on 9870 at 1700?

At 1700 or so UTC I'm hearing English on 9870 that according to Passport
shouldn't be there. ID's as "National Radio" and gave weather forecasts
for New Zealand. Is this a new NZ domestic service?
