I've noticed that 95*90* has been just as strong as 9580 at around
1000-UTC.

Recently, Radio Australia's 9.580 mhz transmission goes off air around 1400
G.M.T. Then it returns around 1600 G.M.T., when 9.590 mhz ceases operation.
