It is, indeed, a rare occasion. I work for VOA and
cannot recall another time when it was mentioned in
a S-O-U address.

Subject: Bush mentions VOA during the State of the Union

When was the last time a president has mentioned the Voice of America
in a state of union address? I know that Reagan mentioned the VOA
during a speech marking an anniversary but I cannot recall if he said
anything about it during an address to Congress.
