Simply because a transmission is not specifically directed to a certain target area does not mean it cannot be heard. I don't know where the VOA has transmitter sites for SW as they are out of my interest. So in NE america it might not be that easy to receive their transmissions all the way down? At least the originate poster seems to have some difficulties to get them. So the 'naked' schedule is not much of help in this case. He maybe has to be on the "right" frequency at the "right" time? Well, yes, being on the right frequency at the right time is essential for receiving SW broadcasts. And as long as one has the 'naked' schedule at least they know where to look.
