Default Can you ID this numbers station?

The following link is to an mp3 file, about 1.9 meg of a transmission
heard Sat nite, 5/15, at about 0415 somewhere between 6900 and 7000
khz. Don't have the exact freq because I heard it on my Halli S20R. I
actually heard it twice, first around 0350, but recorded it at 0415.

I apologize for the use of angelfire, but I don't have anywhere else
to store it.

Here is a transcription of what I could understand.

male announcer (professional), seems to be automated playback
long string of 1 and two digit numbers, ungrouped. 1st transmission
heard alternated between male and female voices.

"this transmission by the authority of (unitell)____."
"at the tone, the clipper is at high tide."
"attention all operators, next transmission is...(unitell) kilo bravo
50."
These statements were repeated several times.
any ideas?

Very interesting. It is not a regular "spy numbers station", sounds more
like a techno trance soundtrack!
