S9+ w/ 10db+30db attenuation there. I have rarely seen the s-meter in the
red with all the attenuation I can add. What in the world is their power?

Most likely 250 kw. They have at least 6 250 kw transmitters at Sackville,
amongst other lesser power units (100 kw).
