One of these fancy car jacks may work well. It has a pretty good working
range. A guy (or girl) could hose clamp a loop around the rod and start
lifting. These are called JackAlls hereabouts.

I'd probably put the base of the thing on top of the ground rod then
wonder why it isn't working...
