My guess would be that it was meant to be used with small engines that
have
magneto ignition systems. How would you use it with a radio ??? Could it
be
used with old telegraph sets in one way or another to test or set the
spark/arch ???

Someone thought that it could have been used with very old spark gap radios,
I don't know anything about these so I posted the question here.
