Perhaps, but these flu outbreaks seem to have a fairly regular cycle of
recurrence. Why treat each and every one like it's never happened
before? The idea of inventories and stockpiles has been a round for a
while now.

One good outbreak and there is a potential for thousands of deaths.

Same here. Light snow and mud. Barely around the freezing point, so the
ground is still soft.
