Default West Coast Winter Frequency for R. Canada Int'l?

Had great reception on 13710 from 0 to 2 hours UTC this summer here in
No. Calif. None of the 3 winter frequencies I tried yesterday were
good. Why wouldn't they aim for us in winter if they do in summer?
