1.020 MHz Time Signal?

1.020 MHz Time Signal?

For the last few nights on 1020 KHz where I normally hear KDKA out of
Pittsbugh I've been hearing a non english voice (French?) and the
"tick-tock" of what sounds like a time signal.

During this time of solar storms what is that I'm hearing?
