What's a better HF receive-only antenna: MFJ-1024 or a loop?

I have a special wideband (10 MHz) SIGINT radio.

I think I'm going to go for the Wellbrook ALA 300.

Should I sit it on my deck or should I put it up on a mast? My gear is
in my basement.
