It was revealed today the guys visitors permit had expired two years ago ! I guess he had a reason to run !! It was AFAIK a student visa. These last for typically one year however one can get an extension for a further year by showing proof that ones college fees have been paid in advance. After that period though one 'normally' has to return to ones home country. One exception is if one can find a sponsor and a good lawyer to receive a work permit but this must be impossible for an 'electrician'.! My 2p is that some of this is a government, media, police BS smoke screen for killing an innocent person. I think they call it 'damage limitation'.
