Default data transmissions on 13982 kHz - northeast US

all,

i have been monitoring what sounds like a data transmission on 13982
kHz. Located in Phila, PA, I am hearing the transmission on USB. I have
been monitoring this for close to an hour. Receiver is Yaesu FT-857D.
Is this a well known freq, does anyone know/guess what this
transmission might be?
