appears to be a list (I don't know how current) of all IBA shortwave
frequencies and there's also a satellite frequency/subcarrier list but
the satellite is at 75 degrees EAST of Greenwich so that's probably
not going to be very useful in North America.

The PDF file was last modified: Thu, 19 May 2005 01:02:55 GMT.

bet.iba.org.il server doesn't give a last modified date.
