How can an auction start at $1, have 6 bids, all by the same person for $1
and the high bid STILL be $1???

Can anyone splain this?

It could be a bidder rethinking his bid several times as others have
mentioned. It could also be a game the bidder is trying to play with
other potential bidders. By making it seem that he has bid the radio
way up, it may drive off potential bidders. Just put your max bid in
and see what happens.
