It hasn't been 5 days yet. The storm hit on Monday morning.

Things got significantly worse on Tuesday when major breaches opened in
levees.

The disaster area covers 90,000 square miles. (233,100 square kilometers)

Here's a story indicating rescuers were having trouble getting to the area:

http://news.bbc.co.uk/1/hi/world/americas/4199350.stm

It was last updated on Wednesday just after noon in the UK - very early
morning in the disaster area. It reflects information gathered on Tuesday.

Sure it would be nice if we could have gotten enough people and supplies
in sooner - but it's not a trivial task.
