Default Deutsche Welle DRM on 3995 kHz

It's only the 80m ham band in the "Americas". In Deutchland it's a
shortwave broadcast band.

Technicly hams that try to operate on that frequency are at fault, not
DW. DW is operating legaly, and therefore they are obligated to keep off
the frequency.
