Well, close (but no Klintoon cigar).
It actually means "Underwriter's Laboratories" and it (used to) mean
that the device was approved from an electrical safety viewpoint.
Unfortunately, some manufacturers have gotten pretty slick at dodging
around things. For example, they will put the UL sticker on the power
cord (which *is* indeed UL approved), but the device is not--they hope
the customer will *presume* the entire device is UL rated.
Our Chinese friends can get even worse. I was talking to an acquaintance
that was investigating getting some devices manufactured in China, he
asked the Chinese rep about UL approval and the rep said, "Sure, for
another 10 cents per unit, we will put on the UL label". Either way, the
rep was incredibly naive or incredibly crooked.
