Mostly these are beacons, but somewhere they may have two way conversations. (Google for "Long Wave Club of America"). These are license free bands for relatively low power. Under the US regulations you can run 1 watt (input power) with 15 meters (50 feet) of antenna/ground system in the band for 160-190 kHz.
