I believe you are right. They think the "as-is"
statement gives them a license to sell their junk.

Yup. I am always skeptical when it comes to auctions that state that a
particular piece of electronics is "untested" and sold "as-is". Any electronics
I sell, I test out to the best of my ability and I always post any known
problems. I think it goes without saying that unless you are a retailer,
nothing you sell used will have a warentee, but you should at least state the
condition that best that you can.
