That isn't a blank check, Dan. The FCC has defined the debate - the goals
and purposes of the service. If the Amateur Radio community doesn't reach a
consensis within that definition, the FCC clearly isn't going to act on that
consensis (and will decide the matter on their own). None of the pro-test
arguments I've seen recently fall within that definition.
