What kind of "telecom systems"? What is the grounding for? How
pervasive and destructive is lightning damage in your area? What is the
soil conductivity? ...I think you get the picture.

There is no one "perfect grounding" system because there are many
purposes, many requirements, and many satisfactory outcomes. You need
to define your question in those terms before attempting to seek a
solution. There is no "perfect grounding system for everything."
