Google is a wonderful thing, my friend. Try "Weather fax" as a search
topic.

The cheapest approach seems to be a "sound card" weather-fax
demodulator program (runs on Windows or Linux or other Unix variants -
commercial variants around $100, many freeware variants available for
downloading), an inexpensive "PC sound-card interface to radio"
interface (RigBlaster, Buxcomm RASCAL, or any of a zillion homebrew
isolators costing perhaps $10 to build), a suitable antenna (a
homebrew yagi, or an "eggbeater" with omnidirectional overhead
coverage).
