There could be others that might have different "signatures" ... Just as a mnor correction, test area #4, in Briarcliff Manor, NY, is an Ambient system. And the funny part was when the PPL representative told the reporter that an engineer who works in the spread-spectrum industry misidentified their spread-spectrum signals as a "neon sign."
