Default Rain is good for skip

Yea, it should be clarified. Check out the tropo scatter section:
http://www.dxinfocentre.com/propagation/tr-modes.htm

Rain is good for skip.

Subject: Rain is good for skip

Gee, Buzz. Yer contradicting yerself. First you say,
"Rain has nothing to do with skip" then you say
"Rain may improve receiving conditions somewhat" which
is what the original post conveyed: rain is good for skip.

Rain may have something to do with improving receiving conditions
somewhat, and I say may, but it has absolutely nothing to do with the
propagation conditions that cause skip. The skip is either there or it
isn't and rain isn't going to have anything to do with it.

Read up on rain scatter.

Applies to VHF and UHF, nothing to do with skip at HF. Scatter isn't skip.
